Time is growing extremely short for Don Young and Frank Murkowski to get their pork-filled bill passed in the Senate. We have a window of opportunity to stop CARA, the Conservation and Reinvestment Act from coming to the floor or being attached as a rider to an appropriation’s bill. But it all depends on getting the facts about this bill into each Senator’s hands immediately. We need your help to do this.

A new scathing analysis of the Senate Committee passed version of CARA has just been completed by Fred Kelly Grant for Liberty Matters, titled "Fatal Flaws II, CARA Exposed." This report will help bolster the few brave Senator’s opposing the bill and raise doubts among its supporters. We must get it in the hands of as many Senator’s and staffers as possible.

Right now is a good time to do this because leadership has indicated they do not want to bring CARA to the floor for a vote since the bill is so controversial. But anything can happen. Steve Hansen, press aide to the House Resources Committee run by Don Young, said recently that "time is getting very, very short. If the Senate doesn’t do anything by the week of September 18, we’ll be making a full-scale effort to attach the bill (to a spending measure), with the president’s help." An attachment to an appropriations bill is much harder to stop, but not impossible.

Call your Senators today and tell them they need to take a stand for our constitutional principles and oppose CARA. Ask your Senator if he or she will start their own "Dear Colleague" letter to oppose the bill, and ask them to read the new Fatal Flaws report so that they will see why American’s oppose this devastating bill.

Fatal Flaws II shows how:

1. Through CARA, Congress abdicates its appropriation’s responsibility by authorizing the blanket transfer of funds from the Treasury to the Executive Branch to make specific appropriations.

2. CARA prioritizes the federal acquisition of property above all other programs identified in the bill by requiring that money for federal land acquisition be released before the other monies can be released from the Treasury.

3. The Senate version makes it clear that there is no willing seller protection by confirming that the federal government can condemn land as long as they satisfy the "public purpose" requirement under the Constitution.

4. CARA authorizes federal and state agencies to go far beyond the current scope and reach of the ESA by funding protection programs for any species whether or not they are threatened or endangered.

You know just as we do what is at stake as CARA looms in the halls of Congress. It is no less than the concept of limited government, private property ownership and individual liberty in America. The very principles of our nation are threatened by the passage of this bill.
