American Heritage Rivers: Keep The Pressure On
When you anoint yourself king, you don’t have to listen to anyone – not Congress, not the people - only those you choose. That is precisely what President Clinton is doing on the American Heritage Rivers Initiative. The plan, first announced in the State of the Union Address last January, showed up in the Federal Register May 19th. The President announced that by presidential proclamation he would designate 10 major rivers for federal protection, creating one of the largest land grabs since his Utah Escalante lock-up last year. Grassroots demands bought more public comment time - till August 20 - but the administration continues to hold unpublicized planning meetings throughout the country with select individuals, and is poised to sign an Executive Order once the deadline expires. This Initiative is being pushed by local and regional Council of Governments (COGs) and non-governmental organizations (NGOs) all across the country. Pressure must continue:
1) Urge your Congressman to co-sponsor HR 1842, by Helen Chenoweth to cut funding for the American Heritage Rivers Initiative (The House Resource Committee has scheduled oversight hearings on the initiative for July 15th);
2) Ask your US Senator to sponsor a companion bill; and
3) Call every local elected official to get involved and oppose attempts to nominate rivers for the president’s initiative.
Sovereignty Bill Out of Committee
HR 901, the American Lands Sovereignty Act, introduced by Chairman Don Young from Alaska, was reported out of the House Resource Committee Wednesday by a 26-9 vote. HR 901 requires that any new United Nations’ Biosphere Reserve and/or World Heritage site must be approved by an Act of Congress before any designation can take place. The bill could be brought up for a floor vote any time after the July 4th Recess. This Act will also void any existing designations, unless approved by Congress. "Global Warming" Takes Center Stage
Starting this past week, the president began, in earnest, pushing his "global warming" rhetoric to lay the groundwork for Senate ratification of the Convention on Climate Change later this year. Note the subtle difference in the president’s words when he talks about this issue. He now uses the term "climate change" interchangeably with "global warming." That is for two purposes: 1) to promote the ratification of the Convention on Climate Change; and 2) deflect the ever-growing criticism of their discredited global warming theory. All of this stems from the 1995 Berlin Mandate, signed by the president, that requires developed nations to adopt legally binding limits on greenhouse gas emissions by the end of 1997. The Treaty will allow the UN to have authority over the amount of energy we will be allowed to generate, which in turn will place controls on our economic output strangling the industrial production of this country.
